Scaleform Video SDK / USM video converter

If somebody have subj. please give a link where to get it.
I need it to insert my videos in game mod to replace original *.USM ones, but can't find any tool to convert it.
Official tool possibly named ScaleformVideoEncoder.exe and is a part of (GFx?) Video SDK
